Is it legal to have a lemonade stand in San Antonio, Texas?


Is it legal to have a lemonade stand in San Antonio, Texas?
My little sister and brothers were thinking of setting up a "food stand" at a local park near a middle school in San Antonio, Texas. They were thinking of selling lemonade, kool-aid, brownies, cookies, etc.. We've searched around online to see if it was legal or not but all came up inconclusive. Some sources said you needed a permit, some said you just need permission from the owner of the area you're setting up on, some said you could get fined, or just a warning.. etc.. Just wondering whether or not it would be a good idea to go ahead and let them set up without asking permission, or if it is illegal to do so. I would prefer if your answers came with a source.. a reliable source please. Thanks so much (:

Yes, it is legal to set up a Refreshment Stand in the area as long as the profits made are for legit reasons
